TRANSPARENCY PROCUREMENT OF GOODS / GOVERNMENT SERVICES

IN CONSTRUCTION SECTOR IN EXPANSION OF BUSINESS OPPORTUNITIES

IN THE FIELD OF PROCUREMENT OF GOODS / GOVERNMENT SERVICES

On Tuesday, 31 October 2017 PT Prakarsa Enviro Indonesia attended a National Seminar organized by the Government’s Goods / Service Procurement Policy Institution (abbreviated as LKPP). This seminar raised the topic of Transparency of Government Goods Procurement, held at Royal Kuningan Hotel, Jl. Kuningan Persada Kav. 2 Setia Budi Jakarta Selatan.

Gusmelinda Rahmi as Director of Business Climate Development and international cooperation LKPP to background background Organizing seminar activities as follows:

  • Procurement Value of Government Goods / Services increased both the number of procurement packages and the number of providers of goods / services participating in the PBJP (Procurement of Goods / Services Government)
  • PBJP is one of the government’s spending instruments that has a significant impact on the community
  • The government’s attention to improving and providing quality public infrastructure is evidenced by an increase in the amount of infrastructure expenditures, especially in 2015 – now
  • The construction sector is closely related to the provision of public infrastructure that is being intensively built by the government
  • The construction sector and quality public infrastructure will leverage various other development objectives (increasing access and connectivity, increasing economic growth, reducing logistics costs, absorbing labor, spending valuable goods / services on supply chain activities, and enhancing the nation’s competitiveness)

Expected Objectives:

  • Explore actual issues related to the implementation of transparency and accountability principles in the implementation of procurement of goods / government services, especially in the sector of good construsion on the procurement of goods / services manually implemented.
  • Gain feed back on existing policies and regulations based on the results of field iplementation
  • Improve public information disclosure especially in procurement of Government Goods / Services in construction sector
  • Increase the participation of government, business actors and communities in creating better construction procurement.

 

 

7 Principles in PBJP (Article 5 of Perpres 54/2010)

All provisions and information on PBJP are clear and can be widely known by the goods and services of the interested people and the public at large.

  • Open
  • Compete
  • Fair / Nn Discriminatory

PBJP must be in accordance with the rules and regulations so it can be accounted for

Constraints and Problems related to Transparency and Accountability

  • Capacity and integrity of stakeholder in related government either directly or indirectly PBJP like executive legislative member or judicative
  • Competency and integrity of construction providers
  • Capacity and public awareness to participate in monitoring
  • Weakness of planning and supervision system
  • Weakness in procurement system and SPSE
  • Transactions with direct procurement methode and direct appointment have not been monitored in SPSE
  • The absence of an integrated database
  • Vendor performance has not been fully used as a reference for procurement at other satker. Example: blacklisted providers may still follow procurement in other satker / regions
  • Rician data on the realization of goods service expenditure is not yet available to the public

       

TRAINING OPERATOR

WTP AND WWTP PACKAGE 7 TERNATE

PT Prakarsa Enviro Indonesia will soon finalize the WTP and WWTP Project Package 7 Ternate locations. On Thursday, November 9, 2017, the training of WTP and WWTP operators has been carried out to equip each operator who will operate the WTP and WWTP systems later on. The training was delivered by Mr. Suwarno.
